How do I fix Creative Cloud on windows?

have had creative cloud while. however, after removing computer , re-downloading it, program not seem run. renamed folder already, not sure else do. click creative cloud icon, computers asks if want program make changes computer, press yes, , nothing happens. used cleaning software adobe provides reset creative cloud on computer.

uninstall (using uninstallers) cc including desktop app.

 

clean per use adobe creative cloud cleaner tool solve installation problems

 

restart computer , install, https://creative.adobe.com/products/creative-cloud

 

use desktop app install cc programs.

just installed acrobat 11.0.13 on windows 7 sp 1 ultimate 64-bit machine.  when try run, > check updates, error below.  happening on several machines.  in domain group policy not restrict updates.  have tried running acrobat "run administrator" , have tried running update service administrator.  no luck.     common acrobat nonsense, there not policy acrobat !!! just missing unnecessary adobe arm !!! this time when see stupid error message installer, not install updater as  !!! but avoid annoying offer update usefulness acrobat dc (ok adobe give try, respect effort, no more reader (sorry adobe !!!) remove complete adobe arm folder, acrobat not need , loose nothing of functionality !!! however paid acrobat xi pro , not need degradation it  dc !!!
