Unable to export Lightroom 6 collection as a catalog on El Capitan

i unable export lightroom 6 collection catalog photo's and/or smart previews included. includes both lr 6.2.1 , lr 6.1.1. have check file , folder permissions, reset preferences, , rolled 6.2 6.1. have tried exported numerous locations , multiple drives. i've turned off "use graphics processor" under performance preference menu.

i'm frustrated , out of options. solutions debacle ?

it possible catalog using isn't working properly.

 

please follow below steps , see if helps.

> create new catalog

> import few images

> create collection using images

> try export collection catalog.
