Premiere Element 12 do not open

hi every body,

i install adobe premiere element 12.. windows 7 pro, (before working 100% ok...)

 

i did re-install w7 pro, , now,  when clic boot software stop picture show... does's go further.  me on this....

Maximum number of authorizations reached!
