Which version of photoshop do I need?

i totally new photoshop world- have been using photoshop express on iphone edit photos own personal gain, want branch out try more detailed editting. computer older, dell windows vista. think incorrectly purchased photoshop elements-then realized it's not compatible version of windows. photoshop can use windows vista? in advance!

Maximum number of authorizations reached!
