Does El capitan ever work for Adobe Lightroom?

having upgraded el capitan lightroom fails load ( code 16 error). clues please?

• it permission issue.
  • could please provide crash log file lr
  • submitting crash reports
• reinstall lr root account or manually provide read , write permissions adobe folders in ~/library , /library
  • open finder . click on go - go folder , type
  • ~/library/application support , click ok , on adobe folder see provide read , write access
  • repeat same step /library/application support
    
  • enabling , using "root" user in os x  - apple support
