Why is Illustrator not exporting proper image?

i'm web designer works in illustrator. used artboards "slice" necessary imagery web.

 

normally, got file > export, , pick whichever file type , specs need. lately, if want export image "hero" portion of landing page; export image 1200px x 200px, example, , have been getting image 1201px x 201px. why that? if artboard around piece of content 1200px x200px why getting pixels on images?

 

also, work in rgb color format, hex codes define colors. lately, when export image .jpg, example, background color of .jpg not lining rgb/hex color within native ai file. creates issue when go put image on web , colors not aligning -- aligning in file.

 

any on subject appreciated!! i've been working in illustrator doing sort of process few years , started running issues. can assume has software updates. it's real drag because love how agile web design process in illustrator -- hate have move photoshop.

is artboard contained within whole x , y pixel values?

 

you can see using opposite corner reference points in transform palette, , @ x , y values.
