Why is Photoshop pushing my GPU and memory clock to max while idle?

i've been having issue photoshop quite time , no 1 seems have solution. noticed issue last year when still on photoshop cc 2014, have feeling issue has been around longer. on latest version of cc 2015 , issue still present. video card nvidia geforce gtx 770 , have latest drivers installed. when computer idle, video card throttles gpu , memory clock lowest possible level save power. video card idles @ 35c (95f) temperature, core/memory clock of 135mhz/324mhz. start photoshop, core/memory clock jumps 1,058mhz/3,506mhz maximum video card can do. video card temperature goes 49c (120f) while photoshop running.

 

all happening while photoshop sitting idle. disable 3d acceleration in photoshop, issue resolved. don't benefits of 3d acceleration. please note photoshop not create load on gpu while it's idle (0% gpu load), force run @ maximum core/memory speed. use several demanding applications, not single of them except photoshop. other applications (including lightroom!) allow gpu throttle speed while application idle. don't understand why photoshop forces gpu run @ full speed while application idle. according gpu-z, video card using 9.6% of it's maximum tdp (thermal design power) when photoshop not running , 28.5% tdp while photoshop running (and idle). meaning, video card using 3 times more power while photoshop running idle. unacceptable me.

 

this isn't isolated issue happens specific configuration. brought issue on other photoshop sites , several people confirmed it's happening them well, , had different hardware configurations.

 

can explain me why photoshop doing this? no other application this, not games. if pause game or switch away it, allow gpu throttle down. why can't photoshop same?

 

any ideas or suggestions regarding issue appreciated!
