Rectangle Marquee Tool, malfunction

marquee outline not de-select nor drag new area.  must backstep history , start over.  idea on how fix issue

the marquee tool doesn't seems work properly.

please follow below steps.

 

> launch photoshop

> click on drop down option toolreset tools.png

> click on reset tools

> check photoshop

Maximum number of authorizations reached!
