typically when that, adobe extends return/refund.

see adobe orders. return, cancel, or exchange adobe order

 

if purchased elsewhere, governed return/refund policy of seller. and, must seek recovery seller.

 

might ask have been troubleshooting premiere elements 13 problems. have looked under forum activities, have found many threads , or posts have posted, not see replies them. seem post same message getting rid of program. did not see mention of actual problem.
