you can purchase membership creative cloud here: purchase adobe software.

in bottom left corner, can select region clicking on “change region”. now, when visit adobe web page available in different languages or 1 shows currency, yours display local language/currency properly.

 

you can go page set region: adobe - choose region

 

if still face issues, please check adobe id set correct country.
