Urgent need for an experienced captivate 9 developer (freelance)

i looking id , developer knows ins , outs of adobe captivate 9 - long-term collaboration. we've been using articulate storyline, not suitable tool new client, needs mlearning & responsive design. need develop full prototype (approx. 50 min. of content) , deliver dec. 8th. once has been approved, we'll need develop approx. 60 modules thereafter, localize them 9 languages, develop additional modules new products , content on next 3 years. 

native english must (or @ least c1 level). german and/or other second languages plus.
