Saved Photo Looks Like Large Pixels

okay,

so edit in ps , looks fine. set text , rectangle in place , looks great.

however, when save image jpeg, turns out horrible. background image of student split in blocks.

you may need zoom see blocks against mountain, have submit these printing tomorrow , won't do.

what quality setting did use saving jpg? lower setting, more these jpg artifacts.
