Autoflow text being added to the end of document instead of end of story/section, despite SmartTextReflow settings

i trying automatically flow text additional pages (by holding down shift key load cursor, clicking on red plus, etc), indesign automatically add enough pages accommodate loaded text.

 

however, every time click red plus, click empty frame on next page, fills page, adds additional pages end of document (rather end of story or end of section).

 

preferences --> type --> smart text reflow set add pages to: end of story (see screenshot). have tried making option read "end of section," either way program continues adding pages end of document, despite sections being defined in pages (see screenshot #2).

 

additional pages need automatically generated @ end of section "a", instead additional pages being automatically added end of "d" section".
