How to reinstall Elements in a new pc

i have purchased downloadable photoshop elements 13 software card in computer shop.

i installed no issues on old pc after few months have realized same pc nearing end of life.

the photoshop elements 13 bought 1 user software reinstall in new pc purchase, suggestion on how should proceed this, if possible @ all?
