Make hyperlink from Media Item

hi all

wanting make hyperlink (image) connect particular media item. eg

<a href=" [  media item?id="[itemid]"  ]    target="_blank"><img alt="" src="/images/download-icon.png" style="border: 0px none;" /></a>

not sure correct syntax is. thanks. appreciated.
