Unable to access PS Filter Gallery along with an assortment of Filters.

i went preferences>plug-ins>show filter gallery groups , names, still not have access filter gallery , assortment of other filters. i'm trying edit smart object. there must simple solution, i'm overlooking. thanks!

what have selected under image>>mode menu bar in photoshop

see filter gallery on photoshop cc not working? why?
