Cell/row height to include paragraph spacing after

i having issue table row heights. have text in cell paragraph style 2mm after text cell height not include 2mm after text cell ends under text if makes sense. can manually drag cell height down ensure gaps consistent trying cell height end after 2mm space after text. please!!

 

why not add 2mm bottom inset cell style leave 2mm gap after text?

Maximum number of authorizations reached!
