Help with CC Libraries not working (Panel constantly flashes white and Illustrator freezes up)

hello,

 

i have frustrating problem cannot figure out life of me how fix. have spent upwards of 6 hours adobe support - both on phone, , on remote desktop support -  , cannot figure out either. out there in community able help.

 

the problem: whenever open illustrator (or adobe application uses adobe creative cloud libraries), cc libraries panel flashes white (as though attempting refresh or update) , unable click on or use anything.

 

i have tried re-installing illustrator along other programs problem, , have tried reinstalling creative cloud desktop application. have tried resetting preferences files. able disable cc libraries altogether , works , i'm able use program, whenever re-enable it, same thing keeps happening.

 

any appreciated.

just make sure:

 

did reinstall using full 3 step way (otherwise strange things may linger)?

 

1) uninstall (ticking box delete preferences),

2) run cleaner tool, see link below,

3) reinstall.

the cleaner tool works versions cs3 on (you can see @ top of page).
