Can anyone help with this halftone starburst? Please Help!!!

i familiar halftone , can make star points cant figure out how combine 2 , create 2 tone effect. know how make this?

this not regular starburst. dark stripes little smaller. rotating/duplicating triangle way it. put lighter blue circle behind.

 

to create dots, draw 1 row , rotate/duplicate it.

 

then use dots clipping mask on stripes.

 

to cut it, use pathfinder crop

just installed acrobat 11.0.13 on windows 7 sp 1 ultimate 64-bit machine.  when try run, > check updates, error below.  happening on several machines.  in domain group policy not restrict updates.  have tried running acrobat "run administrator" , have tried running update service administrator.  no luck.     common acrobat nonsense, there not policy acrobat !!! just missing unnecessary adobe arm !!! this time when see stupid error message installer, not install updater as  !!! but avoid annoying offer update usefulness acrobat dc (ok adobe give try, respect effort, no more reader (sorry adobe !!!) remove complete adobe arm folder, acrobat not need , loose nothing of functionality !!! however paid acrobat xi pro , not need degradation it  dc !!!
