How do I change the green hover state to blue on the Steel playbar?

i creating template large client , using steel theme. on playbar, green box appears around each button when mouse hovers on buttons. change green blue match client's branding guidelines. have gone themes > skin editor , clicked on playback control. there changed "button glow" green blue desire. looks great on preview. however, when publish course, green still there. might know why might be?

Maximum number of authorizations reached!
