How to PREVENT any resizing and locking every element of a website into how it was made

simply put. not want resizing of webpage. not want individual elements moving or scaling. want every single piece of webpage remain created it.

 

how do this?

what can't avoid, differences in text flow, because every browser has individual text engine.
