increase photo dimensions without increasing file size

need enlarge our organizations logo use on websites other our own.  every website has file size limits.  cannot figure out how increase dimensions of our logo without increasing file size.  help.

what limit.  image file sizes compressed , image file formats files smaller others.  jpeg format uses lossy compression can increase logo dimensions , reduce files size @ same time using lower quality image.  gif files tend small support 256 colors.  bw files smaller color files gif bw supports 256 shades of gray. logo files web small files file size should not problem @ all. html code can scale image display size.

Maximum number of authorizations reached!
