Pdf files: How do you save a file so you can highlight & copy the text?

i'm having trouble saving pdf files in photoshop.

 

i saved handful of pdf files, i'm able highlight , copy text in areas. these files have various areas contain text. you're able highlight of text, in other areas you're unable (even though they're same font).

 

the question is, gives text ability highlighted , copied when saved pdf document?

are text or images?

Maximum number of authorizations reached!
