Why does re-publish fotos not rename them?

when publish photos (e. g. hard disk) file name based on naming settings @ point in time.

when change rule , therefore resulting name, photos marked re-publishing.

when re-publish, photos keep old name.

even if remove files in export folder before re-publishing photos re-created old name.

i know not bug works intended, don't know why. have workaround this? why isn't there option "re-name @ re-publish"?

if change criteria of publish service, apply files newly published going forward.

re-publish designed update metadata in existing files e.g. changes made in library or develop file name remain same.
