Reader extension policy for a client's form

this question has been asked in previous thread, have not seen addressed. using acrobat dc create reader-extended employment application form client. client not have acrobat dc. there issue? specifically, must client have own copy of acrobat dc use application form?

they don't need acrobat use form. reader do. never reader-enable documents clients though should done them own version of acrobat. note reader 11 , dc can save non-enabled pdf forms, can mobile versions of reader.
