Optimize Windows 10 for best performance with Adobe Premiere Pro CC

i started working adobe premiere pro on windows 10 machine , feels have been set in performance - slower, rendering.

 

is windows 10 bad choice working adobe premiere pro cc in general? - should downgrade windows 8?

 

could list me important , resource giving settings in windows 10 performance in premiere pro cc?

- memory installed in machine

- processor

- graphics card / vram

- exact version of premiere pro [as seen in "about premiere pro"]

just installed acrobat 11.0.13 on windows 7 sp 1 ultimate 64-bit machine.  when try run, > check updates, error below.  happening on several machines.  in domain group policy not restrict updates.  have tried running acrobat "run administrator" , have tried running update service administrator.  no luck.     common acrobat nonsense, there not policy acrobat !!! just missing unnecessary adobe arm !!! this time when see stupid error message installer, not install updater as  !!! but avoid annoying offer update usefulness acrobat dc (ok adobe give try, respect effort, no more reader (sorry adobe !!!) remove complete adobe arm folder, acrobat not need , loose nothing of functionality !!! however paid acrobat xi pro , not need degradation it  dc !!!
