Horizontal lines after export, but only in certain circumstances

settings: 1920x1080 @ 60i

file type: .mts (avchd)

program: adobe premier pro cs6

 

when playing .mts (avchd) files on pc have horizontal lines when played in vlc, not in wmp. also, vlc takes little bit load up, , there green overlay in areas, wasn't able catch snapshot of that, it's weird.

imported clips, matched sequence settings clips, edited (clips seemed fine while editing), exported matching export settings sequence settings, exported , mpeg (there no other options), played video in vlc media player , looks this:

just more context put file handbrake , converted mp4 played through vlc:

then played in wmp:

not sure issue is. if have tips on process of editing or please help. thank you!
