Video Import>Import frame from video fails?

i purchased photoshop cc 2015 today after using trials both cs6 , cc without issue time. however, purchased program refusing import video files. trying both import>frames video layers or dragging , dropping video files, 1 of 2 errors. 1: error message "the video file not imported because file not opened." appears, or, 2. video import process initialized, freezes 2/3 of way through.

 

i able open file outside of photoshop, , have opened said file in previous versions of photoshop, know isn't issue. i've tried closing/re-opening app, restarting computer, etc. considering have pay $15 month product doesn't work, extremely displeased. please address issue asap.

Maximum number of authorizations reached!
