When using PSE 12 Organizer to move files, the relocated files are not detected by Windows 10 File History

i hope concern not end in finger pointing, here goes background.

 

recently upgraded windows 7 system windows 10 resulted in backup software using seagate no longer working.  seagate told me use windows 10 file history feature did.  wanted have backup produced exact copy of backed files on separate, dedicated drive , in way did not compress, encrypt, or in way alter files or directory structures.  needed able access file same application used create or take drive computer , access information there.  of i'm backing photographs , important able @ these files various photoshop products.

 

a few weeks after moving windows 10 upgrade photoshop elements version 12 came slide scanner i'd purchased. upgrade went smoothly.

 

in last few days i've been doing structural reorganization of images, using pse's organizer create new folders , move existing files folders.  discovered windows file history did not discover there new directories , relocated files.  i've run couple of experiments have made assumptions based on system performance regarding how pse organizers , windows file history work.  windows file history appears @ 1 or more file attributes in order decide if file needs copied file history location, not using "archive" attribute. i've read in several locations, backup programs use algorithm based on date information , possibly other file attributes decide if file needs backed up. "archive" attribute seems legacy structure brought windows nt , no longer used, has not been removed.  windows file history seems decision depends on @ least 1 of dates associated file, date modified or similar.  based on how pse organizer can "move" files 1 folder location another, i'm guessing not copy or rewrite file data, rather changes links / pointers in file system , not change date modified attribute of files.  if files rewritten new location , old files deleted, see longer processing time.  moving large number of rather large image files. other thing did discover moving file pse organizer does caused "archive" attribute set, does not cause "date last saved" attribute changed.  i'll take wild guess , assume windows file history looks @ "date last saved" attribute, compares last time file history run , decides if file needs placed in history.

 

based on i'm seeing , think can infer how things work, believe pse organizer needs fixed. if change made in latest version of pse guess need upgrade.
