Premiere pro cc: Can't select/resize/reposition titles in program monitor

i have no idea why, of sudden no longer able select titles in program monitor. makes re sizing , re-positioning text time consuming.

-with brand/model graphics adapter (ati or nvidia or ???) , exact driver version

-with have updated latest mac or windows operating systems?

--both windows 10 , mac 10.11 el capitan have been known cause problems

-with codec details of editing?

Maximum number of authorizations reached!
