ps filter watercolour not working

why filters not working nothing changing?

your screenshot useless. have downsized way recognize anything. other there's not can say. have not provided proper system , version info nor know image. filters require background in place, others not show result if e.g. layer mask selected instead of color channels. impossible tell.
