Having trouble exporting as .swf frames in Illustrator. It loops really weird. Any idea what's going on?

i've been using layers create animations in illustrator (because has more drawing features flash), , whenever export .swf frames, loops weird. 1 of frames becomes static @ end of first loop , remains through other loops. attached video displaying issue. know it's not internet browser because same thing in adobe flash player. here's layers before exporting: http://prntscr.com/90ytgw. maybe there's wrong layer options. not sure. appreciated.

Maximum number of authorizations reached!
